Stacy Esbrook


Managing Director of Policy & Impacts

Stacy joined Michigan Community Capital in 2022 and is Director of Federal Opportunities. Stacy coordinates and implements federal funding opportunities such as New Markets Tax Credits, Capital Magnet Funds and Financial Assistance grants available to CDFIs. In her role, Stacy identifies, evaluates, and deploys federal funding to high-impact community and business development projects throughout the state.  

Stacy has a long career in public and non-profit service. Prior to joining MCC, Stacy helped launch the Affordable Housing Preservation Partnership with the City of Detroit at Enterprise Community Partners. She led the creation of affordable housing preservation infrastructure and tools and worked directly with owners on long-term preservation strategies. Stacy has also worked for the Michigan Economic Development Corporation in Community Development leading the Community Assistance Team and managing a pipeline of complex real estate transactions. At the federal level, Stacy has worked for the U.S. Department of Agriculture and U.S. Department of Labor, Office of Equal Employment Opportunities. 

Stacy is passionate about removing barriers to economic mobility and creating sustainable development projects. She views each project – whether a long vacant historic school or a disconnected plot of land – as puzzle yet to be solved. With her vast knowledge of federal, state and local tools, Stacy enjoys connecting pieces and creating spaces that improve people’s lives. 

Stacy has a Master of Public Policy from the University of Michigan-Dearborn, a B.A. from Western Michigan University and is a certified Economic Development Professional.
